The Regular Funding Cycle of the United Nations Women’s Peace and Humanitarian Fund (WPHF) provides quality and flexible funding to local women’s organizations working in crisis and conflict-affected countries. National, regional, local/grassroots, women or young women-led, women’s rights, youth rights, feminist, and civil society organizations are eligible to apply. Organizations who are led by women who face multiple and intersecting forms of discrimination are encouraged to apply, including displaced persons, members of the LGBTQI+ community, people with disabilities, and ethnic minorities. In some countries, INGOs are eligible to apply. The eligibility criteria are detailed in the Call for Proposal document.
Call for Proposals are launched on a regular basis at the country or regional level, based on availability of funds. We are accepting project proposals from local civil-society organizations in over 30 active countries.

WPHF Regular Funding Cycle Application Processes
- Open Calls for Proposals: Calls for Proposals are advertised on the WPHF website on a regular basis, and any CSO that meets the eligibility criteria can apply. WPHF conducts the longlisting and shortlisting of proposals and the National Steering Committee takes the final decision on which proposals are selected for funding.
- Emergency Calls for Proposals: Calls for Proposals are open to a list of pre-identified CSOs that have passed UN capacity assessments and have a proven track record to respond to a specific emergency need. WPHF conducts the longlisting and shortlisting of proposals and the UN Resident Coordinator’s Office takes the final decision on which proposals are selected for funding in a fast-track procedure. This Call for Proposal is used in emergency situations only.
- Targeted Calls for Proposals: Calls for Proposals are open to a list of pre-identified CSOs that have passed UN capacity assessments. WPHF conducts the longlisting and shortlisting of proposals and the National Steering Committee takes the final decision on which proposals are selected for funding. This Call for Proposals is only used in situations where funding is limited.
Funding Streams
Qualifying local organizations can apply to either or both funding streams:
Programmatic funding from 30,000 USD to 250,000 USD
To finance programmatic activities across six thematic areas. Civil society organizations (CSOs) are invited to apply with a focus on one of the following outcomes based on the local context and needs:
- Enabling Environment for Women, Peace and Security (WPHF Impact Area 1)
- Conflict Prevention (WPHF Impact Area 2)
- Humanitarian and Crisis Response (WPHF Impact Area 3)
- Conflict Resolution (WPHF Impact Area 4)
- Protection of Women and Girls (WPHF Impact Area 5)
- Peacebuilding and Recovery (WPHF Impact Area 6)
Institutional funding from 2,500 USD to 30,000 USD
To strengthen the institutional capacity of women’s rights and women-led organizations working on the implementation of the Women, Peace and Security (WPS) Agenda and humanitarian action to ensure they are able to sustain themselves through crisis and conflict, as well as to increase their impact.
